being posted in the 308 forum I'd hazard a guess that it's a 308 - though it might not be.

Just trying to figure out what locks are being referred to. My 308 doesn't have any locks or feet on the rear seats - only catches for the seat backs.

 

Not sure if 308 rear seats are on runners, on 307 sw and my old 807 you could only unlock seat with them in the fully back position

 

I had the same problem . Hold down the release catch on the back of the seat while putting all of your weight above the locked foot.. It should click in to place.

 

Got same and solution is :
Pull seat forward
then looking from boot at back inside sliders you have 2 metal latches lift them by screwdriver and seat should be free.
Use some lubricant / silicon grease and never will be sleaze again

I have a Peugeot 308 SW (2011) and I found that my seat was wobbly and when I raised it, realized the anchor was jammed in the locked position. When I pulled the lever to tilt the seat forward, the spring was not springing to the open position.
Thanks to yuu666's suggestion, I found the part that I needed to lever in order to free the anchor.
I added some WD40. Now the anchor is not getting jammed either way and the seat is properly sitting on the base and not wobbling.
I think this was also causing my seat belt alarm to go off despite the seat belt being fastened.
