To be honest i tend not to do heads on TU engines due to the wet liner design and possibility of bottom seals moving but no need to clean it out unless its full of silt/sludge

Clamp the liners with something before turning the crank if you are going to turn it.

No sure what it has in it, its not sludge but maybe debris, how do you drain it is there a drain plug?

 

Probably need to remove the water pump to drain it i dont think they have drain plugs anymore there is probably no need though.
