I thought it may help if I attached some photos of a Diagbox screen for a car (Peugeot 207) with an immobiliser issue. There are two photos for the BSI and one for the ECU. The 207 BSI diagnostic gives a bit more information but is essentially the same as the 407 is giving. The important thing being that engine control unit is locked so the car will not start.

In the case of the 207 ECU diagbox has recognised a problem with the immobiliser you can see it sent a seed (unlock code) but has not had a response from the BSI so will not unlock.

The photos are from another discussion on the forum: 207 Crank but no Start. In that case the car initially had a problem with the CAN bus at the BSI and after a lot of work the car ran for a month or so then this fault developed. The solution was to replace the ECU/BSI kit. At one stage there was water on a ECU connector and I suspect a tiny amount water got into in the ECU.

How do you get that 'expert' mode? During fault finding diagbox asks me for a username and password but I have no idea what it is so just click the X and it seems to let me carry on as normal
Turn off your internet connection. Diagbox is trying to connect to the Peugeot server.

That's was an interesting report. In case you don't know in DiagBox ECU stands for Electronic Control Unit so every box on the CAN bus is an ECU. The engine control unit (engine ECU or injection control) is the SID803A. There seems to be a lot faults associated with several ECUs. These may be historical. With Diagbox you need to view the fault before you can clear it and it may be that faults have been fixed but not cleared. One fault that concerned me was U1213 vehicle speed. It can be an ABS fault but it could be a CAN bus communications problem. My guess is that there may be a communication problem between the BSI and engine ECU and bus connection between these two units usually goes through the ABS. It could be as simple as the ABS electrical connector may need cleaning.

Ok, so battery off, charged and back on and it fired up no issues. Turned it off, fired up again no issues. Drove round the block no issues.
Whatever is stopping it starting seems to be reset by disconnecting the battery, OR the battery itself is the issue?

Thanks Ian, oddly the owner says A/C is feeble to non existant but says it has been checked over and no issues found.
From his description it sounds more like theres barely any air coming through than a fault with the refrigerant system.
Wasn't really interested in this as more concerned with it running first, and now we have a car that does start without really knowing why it wouldn't and knowing it'll soon go back to not starting so can't really be trusted to go anywhere.

AC issue is that the drivers side controls don't work, passenger does. Took the pollen filter out to get some airflow through and its better.
Is it a panel issue if the drivers side controller doesn't work?
As for starting it fired straight up again today 🤦‍♂️🤦‍♂️🤦‍♂️

While working my way through the Diagbox report and I think I saw a communication error with drivers door ECU. In fact there is a whole list of communication errors with many ECUs but I still trying to identify what they all are. I noticed early on that only one key was programmed. The standard is two keys this means that they keys could have been lost and a new one programmed or a new BSI was installed and only one key programmed. It possible that the BSI was not programmed correctly and DiagBox is looking for ECUs that are not there.

A couple of things in particular I noticed that are not communicating are the radio, display, parking assist, airbag, steering wheel control (probably just some). It also reports a communication problem with the climate control but perhaps the A/C is not that type.

One really odd thing is that the list includes a communication error with the BSM engine fuse box. I can't see that car starting if this is the case. I am starting to think one of the three CAN bus has a problem. All three connect to the BSI and it could be an intermittent BSI fault.

I have attached a list of ECU from the Diagbox report

Hey mate, it recently lost programmimg with both original keys, owner had a mobile specialist out who provided and coded 1 new key hence it only has 1 key coded at the moment as thats all the owner paid for.
All 4 doors have recently broken their glass to cable plastic bits (all within 3 weeks) and currently have blocks of wood holding the glass up whilst the owner gets some clips.
Given its 35 degrees c today do you have any link to manually configuring the heater flaps? Tried a link elsewhere on this forum but the page has disappeared

You could try a different BSI but it does seem to recognise it (9654425680). However, it's interesting about the keys. This suggest there is something wrong in the BSI or the power to it. if it lost the data for both keys. I bet a whole lot of programmable settings have been lost.

BTW If you know the car's PIN you can reprogram the original keys with diagbox. Locksmiths would have had to retrieve the PIN but I bet he didn't give it to the owner.

Sorry can't help on the A/C flaps. I suspect it's a climate control system so the flaps are motor driven.
 
FYI the car started straight up again today, its like its fixed itself but its only a matter of time it shits itself again.
If you look at the injection (engine ECU) part of the report it is showing that the battery voltage as seen by the engine ECU is low and it gets lower when the ignition is on. If the battery voltage is okay I would check the battery earths. engine ECU earths and the BSM earths (MC10, MC11, MM01A and MC30A and MC12A.

BTW a flat battery can cause the BSI to lose it setting including the keys.
