Hi guys my dad has a 2003 2.0 HDI 406 with climate control. The problem we have is the heater fan is only working on full speed all the time as soon as you start the car. Has anyone come across this before? Could this be a heater resistor fault?

Fan resistor I'd say. Not sure how easy there are to do, but they're only cheap.

Passenger side footwell. Or if you're a wrong un, not the passenger side footwell. From what I gathered from Google, undo the plug and the two fixings and it pulls out.
The fan speed resistor was a common fault on Rover 400s. I kept a spare 3 or 4 in the garage from ones I found un-damaged in scrappers
