Hi i am trying to replace my fuel filter in my 307, i am told it is under
my back seat built into the fuel tank but i cant remove the black
ring that holds the fuel pump unit into place.

Is it possible for me to change it or do I need a proper tool to
do it.

Any comments are welcome, it does have the antipollution error
flashing so It will need to visit the peugeot shop sooner or later.

I don`t think the petrol 307 has a filter , it just has a strainer in the fuel tank ,(someone correct me if i`m wrong) just needs washed.
there "is" a tool for removing the access to the tank , but if you remove the black cover (pull off i think )and get something (big clamp )to turn the plate below anti-clockwise it will come off,
remember to clamp fuel pipes to stop air getting in, anti pollution will go out when you do this as long as this is your problem , if your engine management light is on then you will have to get it reset.
