There's no exact answer as it'll differ a little from car to car, and a more enthusiastic driver can get it on sooner by chucking the car about.

The low fuel light is natures way of telling you that on an older car you're about to start sucking all the silty shite from the bottom of your tank into your fuel system.

The avoid collecting the worst of the crud the fuel pick up doesn't go to the very bottom of the tank, so even if you had 5 litres remaining, you'll only be able to access and use 3 of them, for example.
