Well the official diagnostic documentation has this to say: (In cases with no fault codes saved)

Symptom: "Malfunction of the passenger air bag disarming warning light"
Status: "The position of the passenger air bag disarming switch is not coherent with the switching on of the warning light"

Listed suspected areas:
BSI configuration
Passenger air bag neutralisation switch
Connectors and interconnections
Dashboard harness
Air bag and pretensioners control unit

You changed the switch and the ECU. My first suggestion would be the connectors+harness under the seat, as these can fail.

I don't know about programming the new airbag ECU, did you do it yourself or did a garage do it?

A BSI reset has cured weird faults before.
