There is no specific voltage you will see on most normal test meters.
It has a switched PWM voltage supply and the pressure is regulated by the pulse width/duty cycle of the regulator you need a scope to get accurate data.
Its rare for them to become intermittent other than o-rings wearing and jamming the valve they work or they dont
Its more likely to be air leak in the fuel system or not primed properly
