UPDATE .. **PROBLEM FIXED**
Hopefully this can help others in future....
car works out to be a late 307 that does not have a particulate ecu. The wires from fuel cap sensor run directly to bsi.
i replaced the loom with identical part 1503T2 WITH A GREEN SENSOR PICKUP (THIS IS THE MOST COMMON LOOM)

THIS WAS NOT THE CORRECT PART (i inherited the car with this loom fitted)
the correct part no. is intact 1503CS WHICH HAS A WHITE SENSOR pickup.
as soon as i plugged this version in problem solved after a couple of days of head scratching and was about to bin the BSI.
SO THESE SENSORS ARE INFACT VERY SENSITIVE TO DIFFERING RESISTANCE READINGS AND YOU CAN FIT THE WRONG TYPE. BE VARY CAREFUL TO GET PART NUMBER CHECKED AT YOUR DEALER. Its almost double the price as well at £98.28.
thanks again for everyones help.
