Ive checked the pads and they are still a good thickness so must be seized. What should I do, can I fix this myself or just take it to a mechanic.

Look in below you will see where the hanbrake cable meets the wheel its like an brake cable connection you would find on a bike (easy way to explain) tap this up the way with a hammer , you will find the handbrake in the car will feel tighter as you go .(don`t hammer the sh*t out of it just go easy)

Remove the rear pads and check the caliper slides. I reckon either the pads are partially seized in the caliper or the slides are seized. Clean all and refit.
