I got a set of lights off ebay, really nice black ones but the bolt points on the driver side light has cracked. Think the guy must have overtightened.

I was told JB weld could fix this but since I am trying to weld plastic to a bolt what type of adhesive do I require.

JB weld do metal and plastic epoxy.

Also to stop water ingress that happened before on my lights is there anything I can do to prevent it...

If the plastic isn't to flexible, I would try araldite. Just make sure you degrease the area with methylated spirit first. Be careful not to get any methylated spirit on the lens area of the light, it might make it go cloudy.
