Default van runs for a few seconds after ignition is turned off

Hope someone can help, I have a old expert 1.9td van, the problem is the van runs for a few seconds after I turn the ignition off.

I am having a problem with the cigarette lighter socket, I replaced the 10 amp fuse with ignition on and there was a flash/spark and the new fuse blew,
it was after I tried to change the fuse for the cigarette lighter that I started to have problems with engine/ignition.

sounds to me to be electrical, any ideas ?

Right, first of all the 10amp fuse was a 15amp fuse and was replaced with a 15amp fuse and secondly, I have replaced the fuse again with the ignition off this time and all is well

engine stops when the ignition is turned off and the cigarette lighter is working....

got no idea how/why the two are linked, the fuse is in the top left hand corner but I don't have a clue which fuses do what
