Default Partner Gearbox Problem.

I have a problem changing down from third to second gear on my Partner Tepee 2011 1.6HDI. Gear lever sticks and I have to release the clutch almost fully then re engage and then I can select second. Someone says gearlever/box is cable operated. Anyone with similar problems please?
