What kind of site? If you want to make an edgy web 2.0 site do this:

Download XAMPP
Download Drupal 6.5
Install XAMPP
Start Apache service on XAMPP (might require you to shut down skype if)
Start MySql service on XAMPP
Unpack Drupal into xampp_install_folder\htdocs\site_name
Open web browser and go to: http://localhost/phpmyadmin
Create new database by inserting site name into "Create new database" field and click create
Open web browser and go to: http://localhost/site_name

That will now prompt you to install the drupal into that folder where you copied it in first place. proceede with installation, when prompted for mysql database, enter the database name you created, for database user enter "root" and password leave empty. That will now finish the installation. After that download bunch of modules and themes from drupal website, and simply follow instructions from there on. Its quite simple, and if you run into any sort of proverbial wall, feel free to hit me up for help.

This all might seem technical and insane, but keep in mind that i am actually no website developer or anything like that, i just tried that for myself and learnt from the interwebs. There is tons of help on the internet and tutorial videos on youtube.

After you are done and happy with everything you will need to do two things:

Copy over the website files onto your actual server
Export the database and import it onto the server.

and you are good

Have a look at Weebly - Create a free website and a free blog - I know people who have built their websites on there, and no software or experience required, its all done on the internet. Not 100% sure how the domain name etc works, but should be possible

Just checked..... yes you can still use your own domain name

its actually far easier than it sounds, and pretty much straightforward, once you get going all you have to do is carefully read whats written in on the screen. once you get it running, its actually very rewarding, and if you want to put in time into your website and maybe earn from it, thats probably the best platform you will find, esp if you plan to host forum etc etc.

but if you plan to have a pretty much simple static-y website thats rarely updated, then like jmkent suggested use weebly, its free to 25USD p/m depending on the option you select, but it gives you limited server space and amount of pages. whereas for 5usd on dreamhost you get unlimited everything, but you have to do stuff yourself. setting NS settings to redirect your domain name to proper server is very easy and any host you choose will provide you with instructions on how to do that. like i said, only requirement is to be able to read english and follow instructions.

Why, what happens? Keep in mind that sometimes dns changes take up to 24 hours to propagate down to the end user.
