Default Need help with quadzilla rl300 buggy guys!

Had this buggy for about a year now and it's doing my head in.it should do a top speed of 60mph, but it's restricted to about 35mph.

RL300, quadzilla buggy. off road legal buggy

I've had friends and a garage look at it, no can see how it's restricted.
It has cvt engine. Anyone have any ideas.

has it ever achieved proper speeds while you've had it ?? if not i bet its been restricted somehow,assume youve checked the exhaust and carbs for anything obvious ??

Yeah checked the exhaust, now there. Nt sure how to check the carbs tho?
