2.0HDI in-tank pump faulty?

My 2.0hdi wont start,I could hear the in tank fuel pump buzzing previously and now,it is silent.I have managed to undo the plug to the pump and checked the voltage on the thicker pump supply wires and it is 3 volts.Does anyone know if this is correct or am i right in thinking it shoukld be 12volts.If it should be 12volts,then where does the supply come from?Is it from a relay or from the ECU?The vehicle is a 55 Partner.

Low Pressure Fuel Pump HDi (806) (non starter)

I had a similar non-starting problem on my 806, and it turned out to be a faulty primer pump in the fuel tank. First sign (apart from not starting) was that the few-seconds of pump activity you can hear when you turn on the ignition was erratic. In my case I had to drain the tank, drop it, and replace the pump (£200). Glad yours was more simple!:)
