Default Peugeot Expert Indicator/Hazard lights problem

I have a 2004 1.9D Expert and the indicators have stopped working. They occasionally do work for a very short time but generally nothing. The switch is clicking (once) when I move the indicator stalk, but I get no indicator lights or the little green arrows on the dashboard. Same when I switch on the hazarad warning lights button. If I leave it on, eventually they start flashing and then stop again some time later.

Checked all fuses and they're fine. After googling and checking these forums, I think it may be the flasher relay, but I can't tell from the manual (or these forums) where that relay is located! Does anyone know? Or does anyone have any other suggestions as to what the problem may be?
