Default Expert 815d 2006 (white smoke)

Hi All,
I am new here with my Expert 815D Straight Diesel (No Turbo), My problem is while driving my van and I slowdown or remove my foot from accelerator and reapply it again the van seems to hesitate for a fraction of a second as if its pulls back then give the required speed but with a puff of white smoke.
My van has a manual coil/heater plug primer just thought I would mention that it might assist knowing (hold few seconds with dash lights on before turning key) I was told it maybe that its burning excess fuel but I thought that would be black smoke...head casket looks fine/water and oil no mix/ compression chamber normal... I am stumped, any assistance would be great.
