Default expert 1.9

My 1999 expert 1.9 non turbo is slow and lacks power.
I am lucky to get 70 mph downhill and need 2nd gear on very steep hills.
It has done around 100000 miles so not high and all seems ok.
It does seem to have a non standard air filter a silver thing it is.

Are they meant to be like this please?

Could be the maf. They go around this age and mileage and there's no fault light to warn you

Connected to air box (usually), marked by red arrow.

Faulty MAF will bring up a fault code of P0100 - P0104.

Its the only picture I had to hand. It will be somewhere on the air intake system.
