Default peugeot boxer 2014 engine temp

Hello. I have a 2014 boxer 2. 2 diesel. Recently strange things have been happening with the engine temperature. It's Been taking a lot longer to heat up to normal operating temperature. When it does eventually reach running temperature the vents blow warm air and the gauge reads half way but I become stationary such as in traffic jams and I am not moving the engine temperature slowly starts falling away and can drop back to a quarter on the guage. When I start moving again the temperature rises back to where it should be. The radiator top hose doesn't seem to get particularly warm.
Could it be a thermostat issue?
Many thanks.

It does sound like a defective thermostat, to be honest I can't think of any other simple explanation.
