Default possible fuel filter issue

My son, (University kids - bless them) let the fuel go really low, the display had -- rather than 30 miles of fuel left.

Anyway it now seems very 'lumpy' at slow speeds as if its holding back but if i put some effort into the accelerator it seems to improve, is it possible that the fuel filter may need replacing and if so is the 807 self priming?. What I mean is can I replace the filter and turn the ignition to allow priming a few times before turning over the engine, i read this was how it should work, but i can't remember the full details.

I remember the same thread said another possibility was the vacuum pump controlling the wastegate valve. Also could anyone say where these are?

What engine are you using? On the 1.6 hdi the vacuum pump is passenger side end of engine at the top.
