Default 807 fuel filter housing

Hi guys I'm shortly going to change the fuel filter & i was wandering if there should be a pipe connected to this outlet, Is it a breather pipe??
I cannot see any other dangling pipes nearby.

Hi...that is the bleed screw to allow air out when you're priming the housing...sometimes there is a piece of tubing ,like washer pipe to carry any fluid to below the engine(and into a bottle for correct disposal)....

Some other filter housings have the exact same screw underneath to drain out water, which the diesel can sit on top of.
