Default Water in fuel?

407 Hdi diesel 2006. Intermittent problem "jumpy" performance and black smoke that can clear up for no reason, say when the tank is refilled. Thought it might be dirty diesel and had tank drained and new filter fitted. OK for a while and then happens intermittently again. Often after heavy rain. Wondered if this was a coincidence or water getting into the fuel system somehow. Any thoughts?

When you let the engine idle, do the revs surge from about 500 to 1200 revs by itself? Does the sharp response subside above about 3000 revs? Does it seem to happen every about 330 ish miles? My car did all those, it was the bottom air doser that was broken, mine was stuck, they cost about 50
Asking the stupid questions since 1994 ;)
