Default Break Servo not working when engine is started

My 2004 407 HDI has a very disconcerting problem.
After it has been stationary for a while - overnight or sometimes for just a few hours - The servo does not work until the engine has been running for a short while.
I have set off on four or five occasions and had no brake power - it then starts to work.
Once it starts to work it continues to work until it has been at rest.
I have had the pipes checked and there seems to be no problem with them.
I topped up the engine oil as I was told that might be the problem but it has happened twice again since then.
Can anyone sugest a solution please

it'll be the vacuum pump
the 2.0

and the 1.6

check first recall for yours 407 there was problem with small valve in brake pump
