Default 1.8 coolant temp sensor

My friend has a 2006 407 1.8 and it failed the emissions test because the CO was way too high.
I plugged my scan tool in and it said that the engine temp was -15 degrees! The gauge on the dash shows about 90 degrees.

Where is the sensor located? There is a green sensor on the thermostat housing, but i think that it is for the gauge on the dash?
