Default Remote key Peugeot 406, 2003 year

Remote key Peugeot 406, 2003 year
The problem with the remote, the remote did not work, I replaced the battery
put new housing key.
After this remote works, sends a signal verified with the tester, but I can not synchronize to the car.
The process of programming with the ignition and press the button for 10 seconds does not work, not waiting on the 1 minte does not help.
Is there some other procedure for programming the key?
A few more remarks on the car. Broken handles for turn signals, not exclude them.
Ignition lock works, but will not snap normally when the ignition is switched on, is going too easy.
Can someone give me some advice on how to turn on the remote.

is the remote a second hand one from another car if so then it will not work!

I'm not 100% sure
The owner brought a lot of destroyed key
I suppose it is remotely original.

do you have a key which starts the car? If so you need to get the little chip (it is tiny so easily overlooked) from it into your remote key. This chip is paired to the car so that although the engine will turn over it will not start. I believe that some locksmiths who do remote keys can create the chip from data supplied from the manufacturer of the car. Costly though!

If the key is not new (i.e. it has been used with another car) it cannot be used again in a second car.

If the key is not new (i.e. it has been used with another car) it cannot be used again in a second car, unless the BSI and engine ECU from the first car are also fitted.
