Default Catalytic Converter?

Hi Guys

My Peugeot 406 upon starting (when engine is cold) even in summer, seems to drip a lot of water out the exhaust.
It is definately not the top gasket as I have monitored the coolant and it has not dropped at all in a few months.
Also the dripping goes away when the engine is warm.
However I also have a slight misfire when the engine is cold, also the car is quite heavy on petrol.
Could this be a sign of a dirty Catalytic Converter? If so, Can it be cleaned manually?
Or should I use an additive?
