Default Slow to accelerate

Hi all ,Im having problems with my car.its slow to accelerate and when im going slightly up hill in 4th it just seems to slowly lose power.ive changed the air and fuel filter ,and I used a friends scanner and it brought up fault code p0402.can anyone point me in the right direction as to what the problem would be

P0402 Exhaust Gas Recirculation Flow Excessive Detected

That is the Generic definition for thar fault code
Is the car diesel ?? (it would be nice of you to say) if so it could be the EGR valve needs cleaning/replacing. used to be able to blank them off but I seem to think that doing so is now a MoT failure.
