Default 2009 308 1.6vti sport 120 emissions

Took my car for mot this morning. Last year they had to run the engine for quite a while to get the emissions low enough, so this year drove it 4 miles using low gears and revs to warm it up. Car only just passed reading 0.2 Co which is exactly the pass limit. Other emissions readings all fine. MOT tester suggested catalytic convertor could be aging due to oil use of engine (1200mpl) normal for this engine. I have also always felt car feels flat below about 3000rpm but never get any warning lights etc. Notice if I carry a passenger and my dog, (not that heavy!) car needs lower gear at times climbing hills etc. I wonder if anyone else has experience like this or any thoughts. I change oil annually (6000 miles) using correct total ecs oil. Thanks
