Default 1.6 diesel 109 PS excruciatingly slow

Considering purchase of a 2009 308 SW with a 1.6 diesel 109 PS & 73,000 miles. Drove it today, I love the car, everything is wonderful except, it's performance is a dog. On the highway the tacometer would move so slow I wasn't sure if it really was moving. It was seriously slower than my 90 PS petrol Escort. Trying to gain speed by downshifting to 5th then to 4th did nothing to quicken the pace. Engine is quiet, smooth ( for a diesel) runs evenly and doesn't skip. It just gains speed excruciatingly slow.
Seller has replaced the turbo and I can hear it spin. He suggests the sluggishness is from the Particulate Filter.
Does his hold water? Why would it be sooooooo slow? I like the car and I want to buy it but I'm concerned there might be some underlying problem.

If the turbo has been replaced at only 73000 and the proper procedure hasn't been followed (replacement of oil feed pipes, multiple oil changes etc) and the root cause of the turbo failure hasn't been found then I wouldn't touch the car. The 1.6Hdi need proper regular servicing (I do an oil and filter change every 6k), Any missed or late servicing in the book isn't good. Continual short journeys are also a killer. When looked after they are fine, pull well and have an official 0 - 60 of about 11 seconds for the estate.

Agree with above it may be a simple vacuum issue the turbo needs vacuum to operate and some people overlook the importance of this but turbos are killed by lack of maintainance and the wrong type of driving.

As well as oil changes these engines need LONG runs diesels are not good for short local runs

I had a 2010 308 SW with the HDi 90 engine. While it was no sports car, it certainly went quite well, so I would expect the 109 to be rather better.
If it really is that flat, walk away, or at least try another to compare.

Thank you for your replies and suggestions. Ive listened to a couple of YouTube videos which explained a lot. Coupled with your info I do believe the Particulate Filter is clogged. What other problems may exist are obviously unknown. So I'm walking away as you've suggested.
He was asking €4100 and he would bring it through TÜV inspection but said he'd take €3800 if I bought it now and paid for TÜV myself. Red flags were waiving all about on that one.
I found a 308 SW 2.0 Hdi 136 which I just bought for €4400. It has a fairly newTÜV and passed it with no observation of a upcoming problem.

My 1.6 was pretty dog slow when I got it

Found one injector had an extra washer. Once removed was a lot better

Now it’s mapped it’s a bit of a rocket for what it is

Thank you guys for your helpful replies. I took off for vacation in France right after I bought the car and I didn't think to check back here.
I do have some questions about this car.

1. About 60 seconds after shutting off the engine there is a soft whiring sound from inside the dash which lasts for 10 to 15 seconds. It sounds like an electric antenna motor.

2. The back-up sensors stopped working all of a sudden. No chimes and no picture on the dash info center.

3. The dash info center switched on its own to show a running kilometer count, overall L/100 km and avg speed. I cannot find the window which shows my instant L/100 km & km till empty. The radio and CD info still pops up when required though.

4. Is there a way I can get an English owners manual for a 2008 308 SW?

You can change the display via the stalk button on wiper stalk press the end of it if you want miles you can change units in the radio menu

The whiring noise is probably the BSI shutting down or if you have the sat nav screen which i think you may have it will be the head unit shutting down

What is a BSI?
I do not have the Sat Screen, just the small one that displays radio, back up, CD, L/100 km etc.
