Default Rear wiper arm ... Help!

Any advice welcome...

My rear wiper arm stopped working and when I went and had a look and wiggled it, what I think was the washer just disintegrated and turned to dust, and the plastic bit behind the arm fixing broke!

I've got a new arm, and took the rusty bolt off to try and fix it but there some other fixing which I think was the bolt that fixed in the old arm and I can't get this off ... Any ideas?

It the aluminium insert from the old arm dremal or hacksaw diagonally across the insert once you are nearly through it put a flat blade in the cut slot and twist to snap insert off

I used a puller that tightened onto the shaft
