Default Odd whining noise (that seems connected to small judders)

Ever since my wife and me bought our 307, I have been feeling this slight judder during driving, when inbetween 1600-2200 rpm's (before turbo kicks in)... but the more we drove, the more we noticed that there is a whining noise... can't be sure from where but it sounds like when rolled spring unrolls but lot slower sound and lasts for about half the second... during that time, the enginge seems to have this slight judder...

So far we cleaned EGR and Turbo Waste Valve... the judder is completely unnoticable once turbo is 100% engaged (above 2200rpm)... sound is sometimes there because of gear changes but it makes sounds even without clutch being pressed...

Uh, yeah... the whole thing is tied to movements of accelerator paddle, you release pressure on it for just a little bit and it goes "wsheewsheewsheewshee" (ha ha ha, this seems funny to read)... and both things are inconsistant, sometimes they are absent for no particular reason then start again...
