Default 307 HDI 90 1.6 - Fuel filter clear pipe

Hi all just cleaning and checking over the car and noticed a clear plastic pipe at the rear of the fuel filter which is connected to the fresh air, is this a vent pipe for the automatic bleed or some sort of low pressure return?

Likely a drain pipe.

As storeman says, its a drain off pipe for letting off the water that accumulates in the filter housing over time.

Is the the other end of the clear pipe supposed to be connected to anything? Mine is attached at the filter but loose at the other end
