Default Overheating issue

I've recently purchased a 2008 Peugeot 207 1.6 16v with 64k, on the motorway, driving at 30...it's fine. Stop and go traffic is a different issue however.
Normally the temp gauge sits at 90C, in stop and go traffic it rises quite rapidly until it says STOP then when I set off driving again it falls back to 90C.
Another fault present is 'anti pollution faulty' but I read that this term can mean anything.
There's no mayo on the cap and no water spots on the dipstick, the water level doesn't rise upon revving the engine either.
I'm not sure I've ever heard the fan kicking in and I'm not sure at what temps it is supposed to fire up, it also fails to kick in when the air con is turned on, both from cold and at temperature.
Tried to test it with a snap on solus ultra too, won't connect to the fan.
The coolant level seems to stay consistent and the heaters blow both hot and cold air, the bottom rad pipe stays cool longer than the top one.
There is no evidence of bubbles in the expansion tank and the car seems to have been repaired at the front end at some point.
Oil temperature is normal.
Any help is appreciated, I'm looking for possible causes and testing procedures.
