Default If its not the starter motor what is it?

Hello everyone I'm new so be gentle.
I have just put my Peugeot 207 hdi 1.6 into the garage for a new starter motor as my car won't start but still ticks over. The guy has changed the starter motor but still not starting. He tells me it could be something to do with the keys as I'm not using the remote. Then he calls and says he knows it's an electronic fault. I asked for more info and he said the wire melted that connects the starter motor is this possible? Pls need advice. ASAP as I'm due to pick it up soon.

Bit late for an answer, melted wire would be caused by poor connection resulting in high resistance and current draw resulting in melted plastic. Not really an electronic fault.
