Default Flat spot

Hello all, I've just bought a 57 reg 207 Sport 88 bhp belt drive engine from the auction,as soon as I started to drive home I noticed a fault in the fuel injection, there's nothing between 1000-1500revs. It starts perfectly, idles perfectly, but is difficult to rev the engine. Once 1500revs are reached it runs perfectly. A local independant Peugeot garage diagnosed the fault as the dephaser on the inlet camshaft, without hearing the engine run. He whipped off the covers to show me the part, the solenoid looks new. He quoted me 300. Is this a good diagnosis and price?

PS There's no engine management light on.
