Default 207 loss of power and over revving

I have a 207 petrol 1.4 2007 model and it has been painfully slow since i got it so thats normal to me but recently it has been over revving. When i start the car the revs will fluctuate slightly around the 1100 mark for a few minutes then will settle to normal idle revs. This only occurs when the engine is cold. Also when im driving, lets say cruising at 50mph at 2500 revs the revs will all of a sudden shoot up to 3000ish with no extra acceleration or anything then they go back down to normal. Some days this never happens and some days it happens constantly. 90 percent of the time though this happens to some degree. Im not very clued up with cara so any help is appreciated thanks.

Sounds like the clutch is slipping. If the engine speeds up, then so must the car. If it doesn't then the weak link is the clutch.
