Default correct front tyre pressure

I have a peugeot 206 hdi 2002 5 door hatchback and I've read on google the correct front tyre pressure is 32psi. What I can't find out is:
1) is this psi rating with the tyre off the ground or fitted and on the ground?
2) is this rating with the tyre cold or warm? is this psi pressure matched to a specific optimum temperature?
both scenarios make a different to the actual tyre pressure. thanks for any advice.

Pressures should be on a sticker on the driver's door:

I thought the tyre pressure if 2.4 was about 40 psi ?

2.4 BAR = 34.8 PSI

FWIW when I was a 206 owner I found 33 PSI all round was a good compromise.

Mr Lee is absolutely on the nail correct, 2.4bar is 34.8psi.

I had one recommendation saying 33psi, but I'm running my 206 1.4Hdi at 35psi all round

ive got the 16inch cc alloys on my 206 1.4 and put 40 psi in. 205/45/16 within a couple of weeks they are down a bit because of all the speedbumps to and from work.
