steering wheel PARTNER

Hello all
I have a problem with a 2004 partner with 1.9Diesel engine, teh steering wheel seems to know were to go better than me. When We take a right or left turn at middle turn the wheel tries to turn more, so I try to put it back and then it goes back very quickly.

I have had one partner and one berlingo before and none had this problem, so I know it isnt normal.

The question is How to fix it??? do I have to change the hydraulic pump, the hydraulic actuator or is there a shock absorber on the steering system.
