Default Partner Van key programming

Hello everyone, first post on here and it is a bit of a problem and maybe someone can help.
It is a 2005 partner van 1.9 diesel, It has had a BSI failure, I have had the BSI repaired and virginised. Using a crypton proscan to program the keys I can get as far as entering the four digit code and the amount of keys to program but it will not go any further than that. There is no central locking on the van so the keys do not have any buttons. After asking for the amount of keys to be programmed there are no prompts as what to do next, Do you remove the key and replace it with the other one? Anyone know the correct procedure? The other thing that is odd is that in live data the battery voltage is only 11.7 volts when the ignition is first switched on and builds up after a min or two. I have checked the engine earth and the body earths and all are good. I have also checked the chips are present in both keys. Any clues would be much apprciated, Regards, Tom

Remove the shunt fuse on training. Put a charger on the battery also.

Default Partner Van

I have given up using the Crypton proscan and have purchased a lexia3 with pp2000, However I am still having a few problems with programming this BSI, But I have a theory that I would like a second opinion on. I have a fault code telling me there are no comms with the steering column module and I assume that this is preventing me from coding the keys, also none of the lights, wipers etc work, but the ignition switch works as it should.
The other problem is that I can`t download the vin number into the bsi, Is that because the keys have to be registered with the 4 digit pin first?.
Is this the correct sequence of programming:
Security code, Keys, Vin and then configure the bsi for the other bits?
When I try to program the keys I get as far as verifying but no further, Any help would be much appreciated, Regards, Tom.

It was a poor conection on the column switch module, keys now programmed.
