Partner Combispace rear center seatbelt problem

Hello there

I have a Partner Combispace 1.6 and the center rear seatbelt stuck while thw seat was folded and now it is not possible to unfold it. I took it to the garage and they told me that, since the seat can not be unfolded, there is no access to the seat belt mechanism in order to check if it can be unstuck, and so they have to cut the seatbelt and put a new one. Since this is a quite expensive procedure, I took the car back as is. I have the Haynes manual but it says nothing on the matter. Any suggestions? All I need is to access the rear center seatbelt mechanism to check it out!
