Default New Emissions Laws for light Commercials

Hi.

Up untill yesterday, i have to be honest, id not heard of these new laws ?

My question is, how or will it affect us small van drivers, in my case 1999 Partner....non smoker by the way

Any info would be good.

I thought it only applied to new vehicles

But like when they did lorries from 2001 with having to be Euro3 or better

Anyway, not being applied till 2014 isn't it

Unless of course we are talking completely different things

I do know that you won't be allowed to take your van into London from 1st January 2012 if your not compliant with emmission laws
This has been in force for vehicles over 3.5t for some time, but come 1st Jan, lorries are increasing from cat 3 to cat 4, so the 2004 Iveco I drive won't be allowed in ( not exactly not allowed in, just a £200 charge making it unviable ), and commercial vehicles under 3.5t will be included - not sure on whether that needs to be Euro 3 or 4 though without looking

For the London Emission Zone, it's the 3rd January, not the 1st, and the vehicles need to be Euro 3 for the following vehicles

Vehicle types that won't meet the LEZ emissions standards in 2012

- Larger vans
- Motorised horseboxes
- 4x4 light utility vehicles
- Pick-ups
- Other specialist vehicles
1.205 tonnes unladen, to 3.5 tonnes Gross Vehicle Weight
Vehicles registered as new before 1 January 2002


- Motor caravans
- Ambulances
2.5 - 3.5 tonnes Gross Vehicle Weight
Vehicles registered as new before 1 January 2002


- Minibuses (with more than 8 passenger seats)
5 tonnes or less Gross Vehicle Weight
Vehicles registered as new before 1 January 2002

The European Council has approved the first CO2 emission standards for small vans in the EU. The law introduces a limit of 175g CO2/km for the average CO2 emissions from light commercial vehicles registered in the EU.

It will apply to small vans of average mass while specific targets for individual vehicles will vary according to their weight. The target will be phased in between 2014 and 2017: in 2014, 70% of a manufacturer’s fleet will have to comply with it, rising to 75% in 2015 and 80% in 2016. From 2017, full compliance will be required from car makers.

In order to provide industry with planning certainty, a long-term target for CO2 emissions of light commercial vehicles in 2020 (147g CO2/km) has been included. The modalities for reaching the target are to be established by 1 January 2013 in a revision of the regulation.

To incentivise investment in new technologies, from 2014 onwards producers will have to pay a penalty if their fleet fails to meet the target. As in the legislation for cars, the penalty will depend on the amount by which manufacturers exceed the target. A maximum penalty of Eur95 per car for exceeding the target has been agreed.

The standards adopted apply to new commercial vehicles of up to a mass of 3.5 tons. By 2014, the Commission may propose to extend them to minibuses and vans of up to 12 tons.

Cheers for that Plod. Sorta makes sense, and from what i can gather, London was mentioned. To be honest, i neither live or plan to drive into London in the near future, so at the moment is doesn't concern me.

Reason for the the initial question, was a comment on another forum regarding this topic.
