lack of power

My daughter has a '03 Partner which has very little power.
I drove it the other night and with foot on floor got 2500 rpm max in first and second, better in 3rd and 4th, but not much.

She had the glowplugs or whatever they are called these days changed a few weeks ago as the thing was reluctant to start, except after a few mins cranking.

There seems to be a spluttering, like a misfire in a petrol engine and smoke from exhaust as if the engine is really labouring.

Anyone had this or know of a fix
