Default 2002 Expert 1.9D (DW8) cooling problem

Have had the van a few months but recently started running hot when stationary/stuck in traffic.

Discovered the radiator fan doesn't come on at all which is one issue (fan motor does run OK when jumped direct to battery).

Also found there is no thermostat in the thermostat housing which is a bit worrying. I put a new one in, refilled coolant system but engine overheated straight away.

Runs at about 80 degrees as long as I have airflow over the radiator without thermostat but I know not ideal to run it long term without one.

Any ideas/suggestions greatly appreciated (am currently driving around with cab heater blower on full to cool the engine down in traffic).
