stiff stearing

Hi there wondering if any one could help, I have a 106 diesel R reg. When car starts in the morning its fine for a mile or two and then when i take my foot off the accelerator it makes a noise like a grinding short noise. When i restart the car if stopped anywhere the strearing is really stiff for a few miles and then it goes back to being normal again but can still hear the noise. Any ideas what could be up. Appriciate any advice

What year is R reg?

hi its a 1999

Not sure but some of those if not all had electric steering. Have you checked it for powersteering fluid?
Would need last eight numbers of chassis to confirm.
