Registered Keeper Info

Does anyone know how i can find out the info of the registered keeper of a vehicle from the registration or even if its possible??
Its not for anything underhand i just spotted a mate on the road going the other way and clocked his reg and wondered if i could surprise him

Set yourself up as a dodgy wheel clamping firm and you can gain access to all DVLA registration records.... simples
