pps measure?

Allthough ive not got my pps up and running i was wondering weather another device was needed to run the occillascope multimeter ect ect as when ive clicked on this it says no device detected and there is a picture of a box saying measure on it? is another device needed and were is best to buy it from & how much should it cost?
