Peugeot partner wont start help

hi new to forum
I have a Peugeot partner 2.0 HDI 2003 van its cuts out while driving,and it misfires once or twice and stops.it will not restart.
There is air in the fuel lines and no deisel getting from the tank
the fuel gauge shows quater tank of fuel.
should you be able to here the low pressure fuel pump,
also disconnected battery to charge it
eco mode is on display
wipers will not work nor will the fan heater everything else appears to work

HAVE GOT THE VAN STARTED by removing the fuse with SH on it which is located in fuse box under steering wheel had to remove the fuse about 8 times while the ignition was on and it started and ran ok does anyone know what this fuse does and why it would stop it from starting

would really appreciate some help
