Default partner 1.9d

this may sound like a daft question, but on my injection pump there is a manual stop lever and a fast idle lever which is connected to the thermo sensor. the manual stop lever was very stiff to move so with some wd40 a managed to free it. the fast idle lever which is connected to the thermo sensor seems to be stuck. so before i do anything am i right in saying this part should be free to move, the van smoke a lot when cold, and runs lumpy. any advice please.
