advice please

Hi there i have just purchased a T Reg 206 GTI and it has two problems that need attention the power steering pump it giving a high pitch squeel when idling if you rev up the engine the noise goes away the faster you rev the engine but as soon as you go to low revs the high pitch squeel starts again has anyone else had this problem. Is it a new pump or simply clean the wheel area on the pump.

The second is the previous owner has applied about 3 inch of plastic padding on the sill just below the passenger door can this be sanded and sealed with underbody seal or will the mot pic up on this?
